Dr. Flinder Anderson Khonglam (6 February 1945 – 22 May 2012) became the first independent Chief Minister of an Indian state in history on 7 December 2001 to 4 March 2003. Following the resignation of the NCP-led ministry in Meghalaya, a delicate political situation arose where no single party had a clear majority. Dr. Khonglam, an independent MLA representing the Sohra constituency, took the initiative to form the "Peoples Forum of Meghalaya" (PFM). He garnered support from a 42-member coalition to lead the state government.
